  214.     Silly question.....  with 12+ week delays etc, and thinking of the
  215. phone bills generated by having to phone ARRL, VEC etc for permission
  216. before phoning the FCC, would it be worthwhile for US amateurs, VECs and
  217. the ARRL to raise funds for a modest PC with a moderately big disc and
  218. volunteer-written software,  and then *GIVE* it to the FCC as a donation ?

  436. AFTER THE EXAM - HOW LONG WILL IT BE BEFORE MY LICENSE ARRIVES?
  437.  
  438. If you've recently passed your initial examination for an 
  439. Amateur Radio license, or if you've just upgraded, please 
  440. accept our warmest congratulations!  Now that you've 
  441. passed the test, receiving your license in the mail is the 
  442. next step. 
  443.      The FCCs current license processing time is at 
  444. 90 days. In addition, there will be extra time required 
  445. within the volunteer examiner system of two weeks 
  446. or so allowing your VE Team and VEC (if for Technician class 
  447. or higher) time to process your application, your license 
  448. might not arrive for up to 12 to 14 weeks.    
  449.      To keep your wait for that new license or upgrade as 
  450. short as possible, we are taking the following steps to give 
  451. you the fastest possible service. 
  452.      We have begun providing our VE Teams with express OVERNIGHT 
  453. mailers for the return of applications from ARRL/VEC exam 
  454. sessions to us at the VEC--and we at the VEC have begun 
  455. sending our daily packages to the FCCs Licensing Facility 
  456. via an express OVERNIGHT service.
  457.      We are also encouraging our VEs, and imposing 
  458. the same emphasis upon ourselves, to process examination 
  459. packages as quickly as possible to expedite your license. 
  460.      Having implemented the above procedures, the ARRL/VEC 
  461. wants your wait for your new license to be as short as 
  462. possible. 
  463.      If you have any other suggestions about the program, or 
  464. services we provide, please feel free to contact us. 
  465.      You can help keep the processing time as short as possible 
  466. by ALWAYS bringing all ORIGINAL CSCEs (plus copies of them) and
  467. your ORIGINAL FCC license (and a copy), plus your identification
  468. documents (photo-ID emphasized), to every test session you attend.

  471. THINGS TO BRING TO THE EXAMINATION 
  472.  
  473. Be prepared to bring the following items with you to VEC 
  474. examinations:  Your original current FCC-issued Amateur 
  475. Radio license (and a copy of it)--if you are licensed; Any 
  476. original Written or Code Element credit documents (CSCEs) 
  477. which are currently valid; Two forms of identification 
  478. (e.g., a photo-ID or drivers license and another item 
  479. indicating your current name and address); A calculator (if 
  480. necessary); A pen and two pencils; and, the applicable 
  481. examination test fee ($5.75 for 1994 test sessions).

  484. TECHNICIAN CLASS GRANDFATHER CREDIT 
  485.  
  486. If you hold a Technician class license which was issued 
  487. prior to 3/21/87, you are not required to take the Element 
  488. 3B (General class written) examination if you can provide a 
  489. copy of your FCC-license dated before that date.  If your 
  490. licensed has since been renewed, and if you don't have a 
  491. copy of the pre-3/21/87 license, you must seek a 
  492. verification letter from the FCC.  
  493.  
  494. To do so, write to FCC, 1270 Fairfield Rd, Gettysburg PA 
  495. 17325-7245 and request a letter of "Verification of Technician 
  496. License Held Prior to 3/21/87"--verifying that you were licensed 
  497. as a Technician class licensee before that date (the date the
  498. Technician Question Pool was split off from the General class 
  499. Question Pool -- March 21, 1987).  After you receive that letter 
  500. from the FCC, bring it to the test session with you in order 
  501. to claim your deserved credit.

  504. LOST LICENSES
  505.  
  506. If you have lost your license, be aware that VECs are not 
  507. permitted to submit any upgrades to the FCC without a copy of your 
  508. current license attached to the 610 form.  In order to 
  509. expedite your upgrade, you must write the FCC and request a 
  510. replacement license.  Since that can take several weeks to 
  511. arrive, we recommend that you also request a Form 1010-B 
  512. verification letter from the FCC which will arrive in a 
  513. couple of weeks--and is legally binding license document.  
  514. You may use that form as a license until your Form-660 
  515. license arrives.  The original and a copy of Form 1010-B 
  516. must be brought to the test session verifying that you are 
  517. currently licensed--the copy of which will be attached to 
  518. your upgrade application (in lieu of an actual Form-660 
  519. license copy).  To request the Form 1010-B Verification 
  520. Letter, write to: FCC, 1270 Fairfield Rd, Gettysburg PA 
  521. 17325-7245; indicating that you lost your license and that 
  522. you are requesting that a replacement license be issued to 
  523. you--also be sure to request that they send you a Form 1010-
  524. B Verification Letter verifying that you are licensed.

  527. ACCOMMODATIONS FOR THE HANDICAPPED OR DISABLED
  528.  
  529. The FCC requires that the administering VEs must accommodate 
  530. an examinee whose physical disabilities require a special 
  531. examination procedure.  To do so, the administering VEs may 
  532. require a physician's statement indicating the nature of the 
  533. disability before determining which, if any, special 
  534. accommodative procedures must be used. 
  535.  
  536. The VEs may accommodate handicapped/disabled examinees by 
  537. administering the examination at a place convenient and 
  538. comfortable for the examinee--even at bedside; for the 
  539. hearing impaired the Morse code may be sent using flashing 
  540. lights or a vibrating surface; for the visually impaired, 
  541. VEs may read or write for the examinee; where warranted, the 
  542. VEs may pause the Morse code message after each 
  543. sentence/phrase, or each word, or even after each character 
  544. to allow the examinee additional time to absorb and 
  545. interpret what was sent--also the VEs may substitute a 
  546. sending test for a receiving test where the examinee's 
  547. handicap warrants.  
  548.  
  549. VE Teams may need advanced notice in order to provide the 
  550. necessary accommodations to examinees who require them.  If 
  551. you will require accommodations, please contact the VE Team in 
  552. advance to advise them of your needs.

  555. EXEMPTION OF THE 13/20 WPM MORSE CODE REQUIREMENTS 
  556.  
  557. If you are a severely handicapped or disabled individual and 
  558. have  already passed at least a 5 WPM Morse code examination 
  559. (or hold a license which meets that requirement), you may be 
  560. eligible for exemption from the 13/20 WPM Morse code 
  561. examination requirements.  For information and applicable
